After the government required four-lane rather than two-lane roads without extra funding, the companies sued the General Directory of Roads and the Ministry of Transport. No contract value, contract number, court ruling or Kastrati statement was found.
A later Tirana Times report lists 'Kastrati-Arifaju' among companies that had started work on their segments, but that report is also undated in the snippets read. Kastrati's own website lists a Kukës-Morinë road project in a search summary; the fetched company page does not show it.
