Description
Per Exit News (1 Dec 2025, fetched), a joint venture of Gjoka Konstruksion and Duygu Mühendislik (Türkiye) made the lowest bid, about 140 million euros, in the first Llogara tender (2021), which was then cancelled. Exit also says Gjoka was the main Albanian subcontractor of the winning İntekar–ASL joint venture. A Shqiptarja search summary reports an allegation that Gjoka did the actual construction while the Turkish side held the contract. These are press accounts of the SPAK file.
