Speaking from PD headquarters on 22 October 2019, Dorian Teliti made allegations about Shefqet Kastrati, describing him as the closest oligarch of Prime Minister Edi Rama, claiming a 400 million euro Rruga e Kombit concession, fuel supply to the government and building permits in Tirana green areas, and claiming that the Sarandë port concession was given to a Kastrati-Dulaku pair. The article quotes no response from Kastrati, Dulaku or the government. These are party allegations, not findings.

The documents read give different totals: 66 million euro (Exit.al 2017), a 64.9 million euro subsidy cap (Exit.al 2017), a 64,935,000 euro contract value (search summary of notice, unopened), 48.5 million euro compensation over 30 years (Exit.al 2018), an overall cost of 350 million euro (Exit.al 2018), and a 5.6 million euro preferred-bid value (Balkanweb 2016). None is 400 million euro. Exit.al's 400 million figure refers to expected concession revenue in its 2018 stake-purchase account. Closeness to Rama is not documented in the sources read.
